Higher education administration prepares educators and professionals for leadership roles in colleges and universities. It is related to educational leadership but is not a K–12 principal credential. State teaching or administrator licenses usually do not govern college roles the same way public-school building licenses do.

How higher-ed administration works in New Jersey

OSHE’s “licensure” vocabulary applies to institutions. When the secretary’s office licenses a college or approves a program, it is authorizing that college to operate or to offer the award. It is not certifying you as a dean. Keep that distinction when a recruiter says a New Jersey program is “state licensed.” Ask whether they mean OSHE institutional licensure or a personal credential that does not exist.

Public New Jersey is several employers. Rutgers-New Brunswick appears in this inventory with master’s and doctoral activity and hires in a research-university pattern. Montclair and Rowan are public comprehensive/research hybrids with their own boards and bargaining units. County colleges add a third public labor market whose student-affairs and academic-administration titles emphasize access, transfer, and workforce. A practicum on one of those campuses is a reference for the others, not a courtesy transfer.

Independents are a large share of completions. Fairleigh Dickinson’s Florham and Metropolitan campuses, Rider, Saint Peter’s, and Caldwell hire through their own trustees and often want evidence of suburban, urban, or Jesuit student-services practice. Mid-level roles commonly list a master’s; dean and vice-presidential roles more often list a doctorate plus a faculty-facing record. None of those titles is an NJDOE principal certificate, and none of them is issued by OSHE as a personal campus-administrator license.

What to verify before you enroll

  1. Use OSHE for statewide coordination, not campus appointments

    The Office of the Secretary of Higher Education coordinates licensure of institutions, program review, and statewide planning. It does not issue a personal license for college deans. Confirm that a graduate program is authorized in OSHE materials, then read the hiring campus’s search ad.

  2. Separate Rutgers, the state colleges, and county colleges

    Rutgers University-New Brunswick has a distinctive historic status and its own board. Montclair State University and Rowan University are public employers with their own trustees. County colleges hire locally. Do not treat “New Jersey public” as one HR office.

    New Jersey campus searches typically ask for a master’s for student-affairs and enrollment roles and a doctorate plus a matching portfolio for academic deans. There is no OSHE exam or cut score for those personal titles.
