USG is a true governing system, which tempts people to treat every public campus as one employer. It still does not mail a dean’s card to everyone who finishes a higher-education administration master’s at the University of Georgia or the University of West Georgia. Search committees on Athens, Statesboro, Dahlonega, and Carrollton campuses write different minimum qualifications and different statements about faculty status.
TCSG and GNPEC are not footnotes. Technical-college administrator searches emphasize instructional and workforce portfolios that a research-university higher-ed doctorate may not demonstrate. Independent campuses such as Mercer University and Brenau University hire through their own trustees and often want mission fit plus a practicum that looks like a private-campus student-affairs shop. GNPEC authorization of an institution is consumer protection, not a personal license for you.
What Georgia campus HR typically asks for is still functional. Mid-level student-affairs and enrollment roles list a master’s plus night-duty or recruitment experience. Academic dean searches want a doctorate and a record faculty will accept. System-office jobs in Atlanta are a third flavor—policy, data, and shared services—again without a state exam. None of those titles is reciprocal with a GaPSC educational-leadership certificate, and none of them is issued as a statewide campus-administrator license.
