Higher Education Administration Pathways in Texas

Texas does not license college presidents or deans. The Higher Education Coordinating Board maintains the academic program inventory and reviews new programs, while multiple public university systems, community-college districts, and independent campuses hire through their own boards. Evaluate graduate programs against THECB’s inventory, institutional accreditation, and the posted search criteria on the campus you want—not against an SBEC principal-certificate checklist.

Higher education administration prepares educators and professionals for leadership roles in colleges and universities. It is related to educational leadership but is not a K–12 principal credential. State teaching or administrator licenses usually do not govern college roles the same way public-school building licenses do.

How higher-ed administration works in Texas

Texas does not license college presidents or deans. The Higher Education Coordinating Board maintains the academic program inventory and reviews new programs, while multiple public university systems, community-college districts, and independent campuses hire through their own boards. Evaluate graduate programs against THECB’s inventory, institutional accreditation, and the posted search criteria on the campus you want—not against an SBEC principal-certificate checklist.

THECB is a coordinating board with a real inventory, which is the right consumer check and the wrong hiring office. Appearance in the program inventory means the state has recognized the academic offering. It does not mean a Huntsville, San Marcos, Lubbock, or Houston search committee must interview you. Use highered.texas.gov to avoid paying tuition for an unrecognized program. Use the posting to see whether the employer wants a student-affairs master’s, a disciplinary doctorate, or both.

Public Texas is a federation of systems. This inventory includes Sam Houston State University, Texas State University, Texas Tech University, the University of Houston, UT San Antonio, UT Rio Grande Valley, the University of North Texas, Texas A&M University-Central Texas, and East Texas A&M University. Those campuses answer to different system boards, different performance-funding conversations, and different faculty-governance habits. An internship in one system is a reference for another, not an in-system transfer. Community-college administrator titles add a local-board labor market that a university practicum may not cover.

The independent sector is large and theologically diverse. Baylor, TCU, SMU, Abilene Christian, Dallas Baptist, Houston Christian, Hardin-Simmons, East Texas Baptist, and the University of Mary Hardin-Baylor hire through their own trustees and often want mission fit plus evidence you can run residential or adult-learner student services. Mid-level roles commonly list a master’s; dean and vice-presidential roles more often list a doctorate plus a faculty-facing record. None of those titles is an SBEC principal certificate, and none of them is issued by THECB as a personal campus-administrator license.

What to verify before you enroll

  1. Use THECB for program inventory and authorization, not campus HR

The Texas Higher Education Coordinating Board maintains the academic program inventory, reviews new programs, and publishes statewide plans such as the building-a-talent-strong agenda. It does not issue a personal license for college deans. Confirm that a graduate program appears in THECB materials before you treat a brochure as a hiring rule.

  2. Map the public systems before you pick a practicum

Texas public universities sit in multiple systems—including the University of Texas System, the Texas A&M University System, the Texas Tech University System, the University of Houston System, the Texas State University System, and the University of North Texas System. Those boards, not THECB, appoint presidents and delegate most professional searches.

  3. Keep community colleges and independents on separate maps

Community-college districts have local boards. Baylor University, Texas Christian University, Southern Methodist University, Abilene Christian University, and Dallas Baptist University report higher-education administration completions and hire through their own trustees.

  4. Match degree level to the function in the posting

Texas campus searches typically ask for a master’s for student-affairs and enrollment roles and a doctorate plus a matching portfolio for academic deans. There is no THECB exam or cut score for those personal titles.

  5. Treat IPEDS completions as supply, not SBEC reciprocity

Awards at Sam Houston State, Texas State, Texas Tech, the University of Houston, UT San Antonio, UT Rio Grande Valley, UNT, and many independents identify programs. They do not replace a State Board for Educator Certification principal certificate.

Frequently asked questions

Does the Texas Higher Education Coordinating Board license campus deans?

No. THECB maintains the program inventory and reviews academic programs. Campus officers are appointed by system or institutional boards and HR offices.

Are Texas public universities one employer for administrator searches?

No. They sit in multiple systems with separate boards. Moving between systems is a new search, not a statewide transfer.

Will a Texas higher-education administration degree meet SBEC principal certification?

Not by default. SBEC principal certificates are K–12 licenses that require an approved educator preparation program. Campus degrees are a different pathway.
