Public Indiana is not one system. A higher-education administration doctorate designed around a residential research campus will not automatically read as relevant to an Ivy Tech regional-chancellor cabinet that lives in workforce and transfer metrics.
Independents and online providers are a real share of completions. Butler, Taylor, and Grace sit in residential mission-driven cultures. American College of Education and Purdue University Global enroll working adults at a distance. Those employers—and the public campuses that later read their transcripts—will ask what you can run: conduct processes, enrollment funnels, or academic operations. They will not ask for a CHE personal license, because none exists, and they will not treat the degree as an IDOE principal license.
